Dereliction of Duty: Johnson, McNamara, the Joint Chiefs of Staff, and the Lies That Led to Vietnam, by H. R. McMaster

"The war in Vietnam was not lost in the field, nor was it lost on the front pages of the New York Times or the college campuses. It was lost in Washington, D.C."

- H. R. McMaster (from the Conclusion)

Dereliction Of Duty is a stunning new analysis of how and why the United States became involved in an all-out and disastrous war in Southeast Asia. Fully and convincingly researched, based on recently released transcripts and personal accounts of crucial meetings, confrontations and decisions, it is the only book that fully re-creates what happened and why. It also pinpoints the policies and decisions that got the United States into the morass and reveals who made these decisions and the motives behind them, disproving the published theories of other historians and excuses of the participants.

Dereliction Of Duty covers the story in strong narrative fashion, focusing on a fascinating cast of characters: President Lyndon Johnson, Robert McNamara, General Maxwell Taylor, McGeorge Bundy and other top aides who deliberately deceived the Joint Chiefs of Staff, the U.S. Congress and the American public.

Sure to generate controversy, Dereliction Of Duty is an explosive and authoritative new look at the controversy concerning the United States involvement in Vietnam.

Amazon.com Review
For years the popular myth surrounding the Vietnam War was that the Joint Chiefs of Staff knew what it would take to win but were consistently thwarted or ignored by the politicians in power. Now H. R. McMaster shatters this and other misconceptions about the military and Vietnam in Dereliction of Duty. Himself a West Point graduate, McMaster painstakingly waded through every memo and report concerning Vietnam from every meeting of the Joint Chiefs of Staff to build a comprehensive picture of a house divided against itself: a president and his coterie of advisors obsessed with keeping Vietnam from becoming a political issue versus the Joint Chiefs themselves, mired in interservice rivalries and unable to reach any unified goals or conclusions about the country's conduct in the war.

McMaster stresses two elements in his discussion of America's failure in Vietnam: the hubris of Johnson and his advisors and the weakness of the Joint Chiefs of Staff. Dereliction of Duty provides both a thorough exploration of the military's role in determining Vietnam policy and a telling portrait of the men most responsible.

From Booklist
The "error not of values and intentions but of judgment and capabilities" to which Robert McNamara admitted in In Retrospect (1995) leaves out his deceptions that helped plunge America into the Vietnam War. McNamara may not have remembered them in his memoir, but army officer McMaster found them in the Joint Chiefs of Staff's archives for the crucial decision-making years of 1964 and 1965. Distilled to its essence, McMaster's thesis proposes that the plans and advice on Vietnam prepared by the nation's military advisers were systematically sidetracked by McNamara. Two facts exemplify the whole dense forest of facts McMaster explores: the prediction of the Joint Chiefs of the Army and Marine Corps that "victory" would require five years and 500,000 troops only reached LBJ's ears once (he didn't listen, obviously), and the Pentagon war games of McNamara's theory of "graduated pressure" eerily ended in stalemate. McNamara suppressed all such warning signs, theorizes McMaster, because he was responding to LBJ's anxiety to keep Vietnam's "noise level" down until the 1964 election was over and the Great Society safely enacted. As damning of the civilian leaders as he is, McMaster doesn't blithely exonerate the brass. They didn't heed their own warnings and acquiesced in McNamara's incrementalist policy, in the hope of eventually getting the huge force they diffidently advised would be needed to win. Writing about an ocean of memos, meetings, and reports as he does, McMasters delivers a narrative more diligent than dramatic, but his take on pinpointing the architect(s) of the Vietnam fiasco should prove, nonetheless, of high interest. Gilbert Taylor

From Kirkus Reviews
An intriguing analysis that challenges the view that Cold War anticommunism was primarily responsible for American military intervention in Vietnam. In his first book, McMaster, a US Army major and Persian Gulf war veteran, and a historian who has taught at West Point, zeroes in on the actions of Lyndon Johnson and his top advisers from the time LBJ became president in November 1963 to the July 1965 decision to escalate the war drastically. The author makes a convincing case that domestic political considerations were behind the development of the failed strategy of graduated military pressure. The actions of Johnson, his top civilian advisers, and the Joint Chiefs of Staff (JCS) were, moreover, characterized by ``arrogance, weakness [and] lying in the pursuit of self interest.'' President Johnson heads McMaster's culpability list, which also includes Defense Secretary Robert S. McNamara, Secretary of State Dean Rusk, JCS head and US ambassador to South Vietnam Gen. Maxwell Taylor, Taylor's JCS successor, Gen. Earle Wheeler, and top advisers William and McGeorge Bundy. McMaster's touchstone is the unchallenged fact that Johnson wanted to fight the war on poverty, not the war in Vietnam. McMaster interprets virtually all of LBJ's actions as chief executive in that light. From November 1963 to November 1964 Johnson's overarching goal was to win the presidential election. After that, his main concern was enacting his Great Society programs. The fact that Johnson made Vietnam policy based on domestic-policy implications, McMaster believes, was a recipe for disaster in Vietnam. David Halberstam promulgated similar arguments in The Best and the Brightest (1972). McMaster, using newly released transcripts and other primary source material, pays more attention to the JCS's role. Unsparing in his analysis of the chiefs, McMaster takes them severely to task for their ``failure'' to provide LBJ with ``their best advice.'' A relentless, stinging indictment of the usual Johnson administration Vietnam War suspects. (illustrations, not seen) -- Copyright 1997, Kirkus Associates, LP. All rights reserved.

The Best and the Brightest?
By S. J. Buck
Of all the books I've read on the Vietnam conflict, McMaster's offers the clearest insight on the political and military policy decisions which sucked America into an unwinnable war. McMaster analyses the decisions and perspectives of the Kennedy and Johnson administrations through to 1966, by which time American troops were fully engaged in Vietnam.
This book should really be read in conjunction with Robert MacNamara's 'In Retrospect', which I thought was a fairly honest account of MacNamara trying to come to terms with the consequences of his (and LBJ's) mismanagement of American policy on Vietnam, which, to his credit, he later recognised as wrong.
McMaster is justifiably harder on both the folly and outright deception of the Johnson administration's actions than MacNamara's version of events and his insights are profound, cool and lucid.
MacNamara's 'Whiz Kids' (Halberstam's 'The Best and the Brightest'), the technocrats from the Kennedy and Johnson administrations, emerge from this account as arrogant, ignorant and shallow policy wonks who thought they knew war better than the military and thus kept the Joint Chiefs of Staff (JCS) out of all major policy decisions on the war. They believed that any situation could be resolved through analysis, statistics and 'war as communication'. Tragically, the hubris of these nerds got 58,000 soldiers killed in a war they all clearly knew couldn't be won.
Johnson's determination to both commit to a limited war without the approval of Congress and hide his actions from the American people was breathtakingly cynical, even by US political standards. All his decisions were based on domestic political criteria (the Great Society programme) and he always seemed to believe that his reputation as a deal-maker would allow him to pull any iron out of the fire. As a political bully and shrewd cynical manipulator, he (with MacNamara's active help) was responsible for the shockingly (and knowingly) bad advice he received from his advisors, both political and military. His actions were fully conscious ones, framed by his limited defining perspective of domestic political considerations.
MacNamara's enthusiastic support and encouragement and his willingness to lie about the administration's actions is clinically exposed. The role of the JCS Chairman, and later US Ambassador to Vietnam, Maxwell Taylor, exactly fulfils the term 'dereliction of duty' referred to in the title.
The JCS, unable to overcome crippling inter-service rivalry and torn between offering professional military strategic advice (as they were charged to do under the constitution) and loyalty to a President they rightly perceived as authorising military actions which could only have disastrous results, allowed themselves to be marginalised from the decision-making process. They, too, emerge with little credit, clearly seeing the consequences of the administration's decisions but lacking sufficient conviction or backbone to either act or resign, tried to make the best of a very bad job, making a bigger mess in the process.
An extremely well-researched and written book, the conclusions are more damning due to the balanced and cool approach adopted by McMaster. It would be easy to tip into righteous indignation, but McMaster's approach is all the more effective.
Along with Bernard Fall's books and Neil Sheehan's 'A Bright Shining Lie', one of the best on the subject.

Not a bad eval of CIV-MIL relations
By Peter Shull
The book seems a little jaded and it is hard to imagine that many people in senior leadership positions working that hard to screw things up. Despite the narrative it is well cited through and through.

SUDDEN AT BAY

The Cotton boys owned the town. Nothing moved in or out without their say– so. Drifters weren’t encouraged. Move on, they were told. There’s a lot of lead in the air. All except one moved on. He was a dark- haired stranger who gave the name Green, and asked about two men he was looking for. When the Cottons tried to gun down an unarmed kid, he took a hand. The Cotton boys decided to make an example of him to the rest of the town. They didn’t know what they were taking on, but they found out – SUDDEN.

Too many mistakes

The story is fine, but there are way too many "translation" mistakes. For someone with reasonable fluency in English they are all obvious. Why doesn't someone check these things before they are put up for sale?

Excellent resource
By Stephanie G
An excellent resource for any band director. Really enjoy the interview (very interesting to see where some of the warm-up routines that are so common today came from), and the instrument specific pedagogy is great, especially for young teachers.

Essential reading. Much more than just a “dating book.”
By Byron M.
I greatly enjoy owning and reading this book. It is written in a conversational, easily-accessible style that presents the author’s numerous insights in a logical and highly-effective manner. The book is a fluent initial read which can easily be referred to later for specific topics.

Richards rightly places the emphasis up front on understanding Japanese culture and language before addressing the specifics of dating. His chapters on just Japanese culture alone are worth the investment in this book.

Progressing on to meeting and dating Japanese women, Richards clarifies that this book is not intended for “one night stands” but instead for more meaningful, enduring relationships. He addresses all relationship aspects, from meeting to maintaining, social to emotional to physical. All of these are supported by numerous anecdotes, humorous and sad, but all directly relevant.

While reading this book I recalled two of my own relationships with Japanese women that started promisingly before falling apart. I immediately understood what I had done (or failed to do) that innocently but effectively ended them. If only I had had this book back then . . .

Definitely recommended.
By Happily_Reading
I really enjoyed this book. There are a lot of tips here for relationships with Japanese women. Sadly, I cannot vouch for the veracity of the material since I don't know any Japanese women yet. However, I do hope to meet some and this book will help me bridge the gap between my western culture and her Japanese culture.

The book is written in a more personal style with plenty of anecdotes from the author's own experiences, which makes this book easier to read. It's not a dry Do This First, Then do that next type of book.

Even if I wind up in a friendly relationship with a Japanese woman, I think this will give me an understanding on how she thinks. And, according to the book, a Japanese woman thinks VERY differently from a western woman, though the book does point out some similarities.

I also appreciate that the book isn't written for men with one night stands on their minds. It really is meant to help you understand a woman in the context of a real relationship.

I also enjoyed the examples of what not to do and the experiences the author found during his research.

I find it fascinating that Japanese women think so differently so I read this book again from time to time. I do recommend it highly.

New confidence in dating Japanese women
By Tomagu
Understanding Japanese Women is an excellent book, written in an easy to understand way, with a lot of humour and anecdotes to keep the reading interesting. It really stresses important cultural differences between Japanese and Western society, with this I feel a lot more comfortable and will hopefully avoid to be misunderstood or even upset Japanese women.

This is probably the only book of it's kind, other books I have read about social interaction with Japanese omit how to interact in a romantic way.

Several of my previous attempts to date Japanese have failed, and with the new found knowledge from this book I can clearly see why. With new found confidence and knowledge in what signals to look for and how to react I think it will work out just fine now!

The Open Secret: An Introduction to the Theology of Mission, by Lesslie Newbigin

Aimed at bringing contemporary concerns in mission theology to a wide-reading public, this volume flows from Newbigin's extensive experience in the mission field and from lectures developed especially to prepare men and women for missionary service. Newbigin describes the Christian mission as the declaration of an open secret—open in that it is preached to all nations, secret in that it is manifest only to the eyes of faith. The result is a thoroughly biblical attempt to lead the church to embrace its Christ-given task of presenting the gospel in our complex modern world. This revised edition includes a helpful index and a new preface.

Great for Theology Students
By Steve A.
A must read for anyone desiring to openly engage this present world with the eternal good news of God's Son.
A faithful and compelling explanation of why the church has a responsibility to be God's witnesses in and to the world.

Newbigin takes the doctrine of election and puts it smack in the middle of mission. God chose a man, not to narrow the scope of salvation but in order to broaden it. He chose Abraham so that all the nations of the world could be blessed. He chose us also and saved us simply so that He could bless others through us.

This book will challenge your thinking with regards to pluralism and God's justice in the world, and it seems as though at a time when those things are becoming somewhat overused and ambiguous, a fresh reminder with what God says is necessary.

Dialogical Evangelism in an Inclusive Community
By Daniel Im
The following is an analytical review.

Leslie Newbigin (1909-1998) was a theological missiologist/missionary and a missiological theologian. There are over six decades worth of his writings on mission theology and practice. Thus, he is considered to have had one of the greatest influences on the theology of mission in the twentieth century. Furthermore, Newbigin was a scholar practitioner since his works were always rooted in his living relationship with Jesus Christ; after all, he modeled what he wrote. He was also a Western missionary to India from 1936-1974, and upon returning to Great Britain, his missionary focus turned to the West (Shenk 1998).

The thesis of this book is that Christian mission is an open secret. It is open in the sense that the gospel is proclaimed to all without any boundaries, but it is a secret in that "it is manifest only to the eyes of faith" (Location 2556). As a result, mission cannot be relegated as a side task of the church, but it is the central calling and purpose of the church, yet the church does not own the mission, the mission is God's (Location 256). Newbigin's prophetic call to the church is for it to reemphasize its missionary character "to bring all things to their true end in the glory of the triune God" (Location 2556).

In the first section (Ch.1-3), Newbigin presents a historical background of missions and what the church's current situation is in the West. Although, this book was initially published in 1978, Newbigin's assessment of the state of the church is still profoundly accurate today in the twenty-first century. The missionary character of the church needs to be rediscovered, particularly in the West, in order for the church to live out its mission (Location 89). In the second part (Ch.4-6), Newbigin outlines the church's mission within a Trinitarian framework. Christian mission is all about proclaiming the Kingdom of the Father, sharing the life of the Son, and bearing the witness of the Spirit. This Trinitarian framework provides the proper foundation for the third part (Ch.7-10), where Newbigin examines contemporary issues in mission. In particular, he examines "some of the theoretical and practical problems that the church must meet in pursuing its missionary calling" (Location 902).

Newbigin's advice on dialoguing with non-Christians is such a powerful message that needs to be a regular part of every church's discipleship pathway. Not only does he reject an imperialistic mindset, but he also advises Christians to come to dialogue in humility and with an understanding that we will learn and be transformed as much as the non-Christian will because we are entering into the presence of the cross (Location 2472). Thus, the purpose of dialogue is not to "win" the other person to Christ, but it is to allow Christ to transform the hearer as much as the proclaimer, just like what happened to Peter when he "won" Cornelius to Christ (Location 2474). Behind this methodology is the understanding that Christians do not posses the truth, but rather that we, as Christians, bear witness to the truth (Location 2465). In order to dialogue with non-Christians, Newbigin advises Christians to "meet them and share with them in a common life, not as strangers but as those who live by the same life-giving Word, and in whom the same life-giving light shines" (Location 2381). When Christians do this, there will be mutual learning and teaching, in addition to both sides receiving and giving (Location 2381). When this kind of dialogue happens, the Christian must put his Christianity at risk as much as the non-Christian should put their religion at risk - otherwise true learning cannot take place. However, the Christian does this "within the ultimate commitment to Jesus Christ as finally determinative of his or her way of understanding and responding to all experience" (Location 2521). Consequently, I have never heard of such a radical way to dialogue with non-Christians, and the fact that Newbigin writes with significant field experience makes it all the more credible. As I interact and dialogue with others in my post-modern, post-Christian Canadian culture, I believe this is the way that evangelism needs to happen in order to see people enter into a relationship with Jesus Christ: Dialogical evangelism that takes place within an inclusive community.

the content itself of the book is great, but the words on the right margin are cut off both in mac and ipad. I have to be constantly looking at my phone, which has all margins complete, to see what word is that that I'm seeing.
